The actress is Dawn Ann Billings, and the movie is Warlock: The Armageddon from 1993. For reference, Dawn character, Amanda, is in possession of a special rune stone; one of six used by ancient druids in the movie to lock away Satan's son and prevent Armageddon. She originally wears it to impress a date she's expecting, but she looks out of the window to see a lunar eclipse, she gives birth to Satan's son: The Warlock (a full-grown man played by Julian Sands).
